GENERAL ITEMS

9. APPROVAL OF THE 2013-2016 DISTRICT ENGLISH LANGUAGE LEARNERS (ELL) PLAN
Description
The Sarasota County School District ELL Plan addresses procedures for identification and assessment of English Language Learners, equal access to appropriate programming, equal access to appropriate categorical and other programming, parental involvement, program monitoring, and ESOL certification and in-service requirements. 

Recommendation
That the School Board of Sarasota County approve the 2013-2016 District Plan for Services to English Language Learners (ELLs).

10. APPROVAL OF ACCEPTANCE OF DONATION OF $40,000 FROM PAT NEAL COMMUNITIES TO VENICE HIGH SCHOOL ATHLETICS
Description
This donation will be used to purchase and install a 5'X10' video board which will allow athletic teams to place advertisements, show highlights of games, and place notices to the community of important dates and activities at Venice High School.  Also, it will be used as an orientation tool for incoming 9th grade students to help with information about Venice High.  It will enhance the future of the Multi Media Department and allow students going into the media field to produce, direct and film different activities. The funds will be donated in two increments of $20,000 with the first contribution being made early 2013 and the second $20,000 in February 2014.

Recommendation
That the donation of $40,000 from Pat Neal Communities to Venice High School Athletics be approved as presented.

11. CERTIFICATION OF EDUCATIONAL FACILITIES INVENTORY
Description

Chapter 1013, F.S., requires each School Board to certify by each April 1st that its educational facilities data within the Florida Inventory of School Houses is current and accurate. The district's data has been updated by the Construction Services' Plan Room to reflect all changes since the 2012 certification.



Recommendation
That the School Board of Sarasota County certifies that the district's educational facilities data is current and accurate.

12. APPROVAL OF CASTALDI APPLICATION FOR BAY HAVEN SCHOOL
Description

Permission from the Florida Department of Education to demolish and then rebuild school facilities is a three step process - (1) a Spot Survey for permission to renovate or replace; (2) a Castaldi application; and (3) a final Spot Survey for permission to demolish and rebuild. For the Bay Haven project, which entails demolishing buildings 2, 3, and 4 replacing them with a two-story structure, the first step was accomplished as part of the 2011 Five Year Plant Survey. The Castaldi step now involves preparation of a packet proving that it is more economical to rebuild than to renovate.



Recommendation
That the School Board approves submission of the Castaldi application for Bay Haven School to the Florida Department of Education.

13. APPROVAL OF THE STATE OF FLORIDA'S DEPARTMENT OF HEALTH CHILD CARE FOOD PROGRAM'S AFTERSCHOOL SUPPER PROGRAM
Description

Food and Nutrition Services will provide a pilot "Supper Club" at Alta Vista, Emma E. Booker, and Gocio Elementary schools. Upon successful completion of the program, the intent is to expand the program to other eligible schools.



Recommendation
That the School Board approve the pilot "Supper Club" by Food and Nutrition Services as presented.

AGREEMENTS/CONTRACTS

14. APPROVAL OF THE CONTRACT BETWEEN CHILDREN'S THERAPY WORKS AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The Individuals with Disabilities Education Act IDEA (2004) requires school districts to set aside a proportional share of their Federal IDEA funds to provide services to students with disabilities enrolled in private schools by their parent including McKay Scholarship students.  The services most requested by private schools are speech therapy, occupational therapy and physical therapy.  Since the district does not have direct hire staff available to provide these services, contract with private vendors like Children's Therapy Works are being implemented to meet this requirement.  The total contract amount not to exceed $85,000.00.

Recommendation

That the contract between Children's Therapy Works and the School Board of Sarasota County, Florida be approved as presented.



15. APPROVAL OF THE AGREEMENT BETWEEN FOLLETT SOFTWARE COMPANY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR THE DESTINY RESOURCE MANAGEMENT SOLUTION
Description

The Destiny Library and Textbook Management Solution is the software application system used to support the online management of all school-based media centers and strengthen the library-classroom connection as well as textbook inventory and distribution.  This will replace the current system and provide the necessary tools in informational literacy to engage today's digital natives.



Recommendation
That the Agreement between Follett Software Company and The School Board of Sarasota County, Florida be approved as presented.

GRANTS

16. APPROVAL OF THE CHARTER SCHOOLS PROGRAM IMPLEMENTATION GRANT PROPOSAL TO THE FLORIDA DEPARTMENT OF EDUCATION FOR THE SARASOTA ACADEMY OF THE ARTS
Description
COMPETITIVE: $175,000 in funds from the Charter Schools Program Implementation Grants will be used to support the Sarasota Academy of the Arts during its first year, including the purchase of equipment and initial principal and registrar costs. 

Recommendation
That the Charter Schools Program Implementation Grant for Sarasota Academy of the Arts be approved.

FIELD TRIPS

17. APPROVAL OF THE VENICE HIGH MCJROTC FIELD TRIP TO PARRIS ISLAND, SOUTH CAROLINA ON JUNE 10, 2013 THROUGH JUNE 14, 2013
Description
Students will participate in team building and senior leadership boot camp to instill a sense and purpose and accomplishment in the Leadership Education (JROTC) classes.  Participating in this boot camp will assist in teaching students duty to country and citizenship through hands-on training, familiarization, and teamwork.

Recommendation
That the Venice High School MCJROTC field trip to Parris Island, South Carolina on June 10, 2013 through June 14, 2013 be approved.

18. APPROVAL OF THE NORTH PORT HIGH SCHOOL SPEECH AND DEBATE TEAM FIELD TRIP TO PHILADELPHIA, PENNSYLVANIA ON MAY 24, 2013 THROUGH MAY 27, 2013
Description
This is a national competition that is the culmination of a year's instruction in speaking techniques and methodology.

Recommendation

That the North Port High School Speech and Debate Team field trip to Philadelphia, Pennsylvania on May 24, 2013 through May 27, 2013 be approved.



19. APPROVAL OF THE FIRST ROBOTICS NATIONAL COMPETITION FIELD TRIP TO ST. LOUIS, MISSOURI ON APRIL 23, 2013 THROUGH APRIL 28, 2013
Description
The First Robotics Team, "3627 Jungle," comprised of students from five Sarasota County schools won the Regional Chairman's Award and will represent Sarasota County in St. Louis, Missouri at national competition. 

Recommendation
That the request for First Robotics Team field trip to St. Louis, Missouri on April 23, 2013 through April 28, 2013 be approved.

EXPULSIONS

20. APPROVAL OF EXPULSION CASE NO. 13-262
Description
The student listed in Expulsion Case No. 13-262, is in violation of an accepted Expulsion Settlement Agreement for alternative school plcement.   On February 6, 2013, the student listed in Expulsion Case No. 13-262, violated School Board Policy 5.34, Disruption to School Campus.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until January 10, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-262, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, until January 10 of the 2013-2014 academic year.

Description
The student listed in Expulsion Case No. 13-157, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On November 28, 2012, the student listed in Expulsion Case No. 13-157, violated School Board Policy 5.34(1)(G), Fighting.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until January 10, 2014.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-157, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, until January 10 of the 2013-2014 academic year.

Description

On February 21, 2013, the student listed in Expulsion Case No. 13-287, violated School Board Policy 5.34(1)(D), Theft.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 3, 2014.

Description

The student listed in Expulsion Case No. 13-147, is in violation of an accepted Deferred Expulsion Agreement for alternative school placement.  On November 11, 2012, the student listed in Expulsion Case No. 13-147, violated School Board Policy 5.34(1)(G), Continuing Misconduct.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until January 10, 2014.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-147, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2102-2013 academic year, the 2013 summer session, until January 10 of the 2013-2014 academic year.

Description

Description

A bid to provide 'HARV Trane OEM Parts' was received on February 19, 2013.  The bid of Trane Parts met the advertised specifications and is within budgetary guidelines.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

31. APPROVAL TO AWARD BID #13-0086 FOR CUSTODIAL FLOOR CLEANING EQUIPMENT
Description
Bids to provide 'Custodial Floor Cleaning Equipment' were received from twelve vendors on January 30, 2013.  The bids of Dade Paper Company, Faitella Enterprises, Inc., GEM Supply, JanPak, Inc., Nilfisk-Advance, Inc., Resource One, Inc., RPS Corporation, and Unisource Worldwide, Inc., were the best low bids meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Dade Paper Company, Faitella Enterprises, Inc., GEM Supply, JanPak, Inc., Nilfisk-Advance, Inc., Resource One, Inc., RPS Corporation, and Unisource Worldwide, Inc., to provide 'Custodial Floor Cleaning Equipment' in an amount not to exceed $350,000.00, be approved as presented.

32. APPROVAL TO AWARD BID #13-0207 TO SUPPLY AND REPAIR TWO-WAY RADIOS AND DEVICES
Description

Bids to 'Supply and Repair Two-Way Radios and Devices' were received from two vendors on February 21, 2013.  The bid of WTEC was the best low bid meeting the advertised specifications.  The bid of Radio One Communications Service Company was non-responsive to the requirement that the vendor must operate a Motorola authorized service center within 60 miles of the School Safety and Security Department.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the School Safety and Security Department.



Recommendation
That the bid of WTEC to 'Supply and Repair Two-Way Radios and Devices' in an amount not to exceed $150,000.00, be approved as presented.

33. APPROVAL TO AWARD RFP #13-0225 FOR INTERNET ACCESS PROVIDER - E-RATE
Description
Proposals for 'Internet Access Provider - E-Rate' were received from three vendors on February 22, 2013.  The proposal of FPL FiberNet, LLC, was the best proposal meeting the advertised specifications.  This proposal is for a period of three years with the option to renew for two additional one-year periods.  The funds for these services are contained in the operating budget allocated to the Information Services Department.

Recommendation
That the proposal of FPL FiberNet, LLC, for 'Internet Access Provider - E-Rate', in an amount not to exceed $230,000.00 for a three year period, be approved as presented.

Description

CONSTRUCTION

35. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE FRUITVILLE ELEMENTARY THERMAL STORAGE PROJECT
Description
All work has been completed and all required close-out documents have been received from the contractor.  The final project costs have been reviewed and approved and are enclosed herein the Final Payment Application #5.  The Director of Construction Services has determined that the project is complete in accordance with state statutes.

Recommendation
That the project be accepted as complete and the final payment to contractor be approved as presented.

FINANCE

37. APPROVAL OF SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING JANUARY 31, 2013
Description

The Superintendent's Financial Statements for the month ending January 31, 2013 does not reflect any unexpected trends for the third quarter of the 2012-2013 fiscal year.  Deficit spending will continue to increase because of the budgeted decrease in fund balance in the General Fund due to continuing State cuts and decreases in local revenue.

New Business
38. APPROVAL/DENIAL OF THE CHARTER RENEWAL APPLICATION FOR THE SARASOTA MILITARY ACADEMY
Description

The Charter for the Sarasota Military Academy expires on June 30, 2013.  Pursuant to F.S. 1002.33 (8) the School Board must notify the school 90 days prior to the end of the contract if, due to statutory reasons, the Charter will not be renewed. Description

The Charter for the Sarasota School of Arts and Sciences expires on June 30, 2013. Pursuant to F.S. 1002.33 (8) the School Board must notify the school 90 days prior to the end of the contract if, due to statutory reasons, the Charter will not be renewed. The school and district staff have provided the Board with data and comments related to the school's application at the workshop on February 19, 2013.
